Dear Reader:
The enclosed report is meant to respond fully and meaningfully
to the Order by the Michigan Public Service Commission – Case Number U-12551
wherein the Commission has ordered an investigation into "the repeated and
prolonged interruption of Edison Sault Electric Company’s service to Mackinac
Island".
While the report was produced under my supervision, many
individuals have been instrumental in its development. It is our sincere hope
that we have examined and addressed all the relevant issues dealing with this
situation. Further, we expect to use much of what has been developed in the
process of creating this document as a guideline in resolving the important
issues presented by this problem.
